Drought and desertification

Shrinking water bodies and advancing desert conditions undermine farming, fishing and grazing across the state.

What the public record covers

On the other questions the documents say something, but not enough to confirm the answer. CAI also read 158 climate-relevant budget and expenditure lines published by this jurisdiction.

This shows what CAI found in public documents, not climate performance. A gap in the record is not a zero, and is not proof that nothing is happening.

Policy

The climate strategy, the law or order behind it, and the institution responsible for the work.

  • Is a climate policy or strategy published?

The Borno State Climate Action Plan 2024–2030 is a state-specific plan with explicit NDC/national alignment, named institutions and detailed priority actions. The Governor’s foreword commits government to implementation, inter-ministerial coordination, sector climate units and annual appropriation prioritization.

  • Is there a published law or order giving authority for climate action?

The 2024–2030 plan states government will liaise with the State House of Assembly to provide a legislative framework for implementation. No later authenticated climate legal instrument was retrieved in the public sources reviewed.

    Nothing found
  • Is an institution responsible for climate work named and working?

Borno’s official Ministry of Environment site identifies climate change as a ministry function and the institutional structure includes a climate-change/desertification/flood-control function. Primary evidence for identified staff plus dated 2025 operational output was not assembled from the published documents.

Spending

What published budget and expenditure records show about climate spending, energy projects, and the audit of that money.

Questions with evidence
3 of 3
Documents
8
  • Do published records show climate-related spending?

The published fiscal records did not provide enough detail to establish this amount.

  • Is spending on renewable energy projects reported?

The published fiscal records did not provide enough detail to establish this amount.

  • Is climate-related spending audited, and is the outcome published?

The public records did not show the complete sequence from the audit finding to the government’s response and resolution.

What the published budget lines are about

71 of the 158 climate-relevant budget and expenditure lines published by Borno could be sorted into a theme from the wording of the line. Each bar counts line items, not naira.

  • Renewable energy, electricity

    21 lines

  • Waste, pollution, methane

    19 lines

  • Flood, erosion, drainage

    16 lines

  • Forestry, land restoration

    15 lines

This shows how many published lines mention each kind of climate work. It does not show how much money was allocated, and it does not show what was actually spent.

Where the public record stops

  • The public record shows general fiscal/audit accountability visibility, but does not disclose a completed audit-control cycle specifically covering climate-relevant public expenditure with response and independent closure.

Outcomes

Measured results: emissions reduced, people helped, priority groups reached and targets met.

  • Is a reduction in emissions measured?

The public sources reviewed did not provide all the measurement needed to establish the reported result.

  • Is the number of people helped to cope with climate impacts measured?

The public sources reviewed did not provide all the measurement needed to establish the reported result. Humanitarian affected-population figures are needs/exposure context, not direct beneficiaries of a delivered climate intervention.

  • Is the share of that help reaching priority groups measured?

The public sources reviewed did not provide all the measurement needed to establish the reported result.

  • Were stated targets met?

2024-2030 climate action plan located. The public sources reviewed did not show whether the target due in 2025 was met.

Where the public record stops

  • The public record supports implementation visibility, but does not publish enough raw variables to establish the reported result.

Recommendations

What CAI recommends publishing

These recommendations follow from where the public record stops. They are about what is published, not a judgement that Borno failed to act.

  1. 01

Publish the law behind climate action

Release the signed law, gazette notice or executive order, showing its current status and the climate duties it places on government.

  2. 02

Publish the audit of climate spending

Release which climate-related spending was audited, what the auditors found, how serious it was, and how government answered.

  3. 03

    Publish the results data

Release results data showing where work happened, how many people it reached, how many were in priority groups, and how that compares with the stated targets.

  4. 04

Name the institution doing the work

Release the responsible body's mandate, its named leadership, the resources it holds, and dated records of what it has done.

  5. 05

    Publish the climate spending ledger

Release a downloadable record of climate-related spending showing each transaction, its amount, its climate purpose and its funding source.
